Cannot see Formulas and Recipes Because of Formula Security Problems after Upgrade from 11i to R12

On : 12.2.7 version, Other Issues
We are upgrading our Oracle EBS 11.5.10 to 12.2.7.
Before starting the upgrade process, we are ordered to turn off the formula security, however we forgot to do that. Now we cannot see the formulas and recipes in the application, we also cannot retrieve it by using SQL query.
When attempting to find formulas, the following error occurs.
ERROR
-----------------------
FRM-40350: query caused no records to be retrieved.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Formulator > Formulas > Search for any formula.
Note that it has been found that this problem can also occur when upgrading from 12.0 or 12.1 to 12.2.
