E-Business Suite 12.2.5 Web Applications Desktop Integrator, WebADI related issues

Users are unable to update the Web ADI GL Journal Actuals Interface Wizard due to the following error:

oracle.apps.bne.oa.layout.server.BneLayoutBlocksEOVOImpl.createAndInsertBlockRow:applicationId is null or layoutCode is null or empty or blockId is null or layoutElement is null or empty

Checking the BNE trace the following error message is recorded:

weblogic.kernel.Default (self-tuning)' CRITICAL ERROR BneAbstractXMLServlet.doRequest() ,+fatal+exception:+oracle.apps.bne.exception.BneInvalidException:+The+value+$param$.
COA_ID+for+OA_FLEX_NUM+in+the+flexfield+definition+is+invalid+or+empty+for+the+interface+column+identified+by+Integrator+code:++101:
JOURNALS_120,+Interface+Code+101:GL_INTERFACE_120+and+sequence+number+150

The issue can be reproduced at will with the following steps:

Desktop Integration > Define Layout > Edit "Functual Actuals- Single"

The issue has the following business impact:
Due to this issue, users cannot update the Layout "Functional Actuals - Single".
