Shipment Stop Activity Time Does not Equal the Special Service Duration Assigned on the Order Releases Being Planned

Symptoms
When multiple order releases with the same special service are planned together the activity time added to the stop is only the time assigned to one of the orders, not the time from each added together.
STEPS

The issue can be reproduced at will with the following steps:
1. Create 3 Order Release's with a special service and assign a duration of 5 min to each and associate it with the source location.
2. Plan the orders into a shipment
3. Check the activity time on the source stop to see the amount of activity time added.
