When attempting to run the Create Accounting Process,
the following error occurs.

The issue can be reproduced at will with the following steps:
1. Responsibility: OPM Financials
2. Navigate to the Create Accounting Process concurrent request and run it
3. Perform a check of the Accounting Program log file and see the error messages mentioned above.
