ACTUAL BEHAVIOR

When applying for Absence Management from SSHR on French session, "Date Field Tip Text" in the field is displayed as incomplete date format which means that the data format can not be seen completely.(This issue does not occur on US session)
Ex:
Date de debut : (exemple:27-0
EXPECTED BEHAVIOR
-----------------------
Even when applying for Absence Management from SSHR on French, "Date Field Tip Text" in the field should be displayed as complete date format
Ex:
Date de debut : 27-Feb-2018
STEPS

The issue can be reproduced at will with the following steps:
1. Open the page "Absence Management: Summary"
Responsibility: Employee Self-Service
(N) Absence Management
2. Check the field "Start Date"
3. "Date Field Tip Text" in the field is displayed as incomplete date format
