ShipmentAsWork Flag Not Setting the "Shipment As Work" Field on the Shipment (Doc ID 2397331.1)

Symptoms

An "ActualShipment" XML is uploaded to OTM that includes the following XML element:

This processes successfully, but it is found that the field "Shipment As Work" located on the Identification tab of the Shipment remains unchecked despite the above setting of "Y".
