Symptoms

ACTUAL BEHAVIOR
WIP jobs are created with thousands of extra operations, where there should only be one.

EXPECTED BEHAVIOR
Expect only the assigned number of operations to be shown.

STEPS
The issue can be reproduced at will with the following steps:
1. Responsibility: Work In Process
2. Navigation: Discrete > Discrete Jobs > Create new job
3. Operations > Resources > One row expected, but many (up to thousands) shown.
