Error At Rapid Order Release Creation

Symptoms
When attempting to create Order Release using Rapid Order Release, after clicking Submit/Finished button, the following error occurs:
This is working fine when User populates User location in Involved Parties section at the order release creation (this allows the Order to pass VPD check)
The issue can be reproduced at will with the following steps:
1. Access OTM
2. Navigate to Order Management, Order Release, Rapid Order Release
3. Add the Order Configuration: SHIP_UNITS and locations and Save
The above error appears.
