Symptoms

After the application of January 2018 Critical Patch Update (CPU) patches, the Conflict Resolution Manager (CRM) is not resolving concurrent requests.

Requests scheduled to run "As soon As Possible" sometimes runs immediately, sometimes takes 15 minutes for the manger to start the requests, sometimes it wait for hours to pickup, though there are no conflicts nor any requests running at that time.
