After January 2018 CPU Patching The Conflict Resolution Manager (CRM) Is Not Resolving Concurrent Requests

After the application of the January 2018 Critical Patch Update (CPU) patches, the Conflict Resolution Manager (CRM) is not resolving concurrent requests. Requests scheduled to run "As soon As Possible" sometimes run immediately, sometimes it takes 15 minutes for the manager to start the requests, sometimes it wait for hours to pick up, though there are no conflicts nor any requests running at that time.
