R12: AP: APP-SQLAP-97731 Error Occurs When Opening the Same Invoice by Multiple Users

Goal
When attempting to click the Distribution button in the Invoice Workbench form, the following error occurs:
Error Message:
APP-SQLAP-97731: The system cannot generate distributions because tax calculation failed due to the following error; An unexpected error has occurred. Please contact your system administrator.
or
APP-SQLAP-97731: The system cannot generate distributions because tax calculation failed due to the following error; ZX_UNEXPECTED_ERROR
APP-SQLAP-97731: The system cannot generate distributions because tax calculation failed due to the following error; An unexpected error has occurred. Please contact your system administrator.
or
APP-SQLAP-97731: The system cannot generate distributions because tax calculation failed due to the following error; ZX_UNEXPECTED_ERROR
The issue can be reproduced at will with the following steps:
1. Using Payables Manager responsibility.
2. Navigate to Invoices : Invoices > Entry > Invoice
3. Query the invoice and click the Distributions button.
4. In the distributions form, Distribution Class shows "Preview".
5. Other user query for the same invoice.
6. Other user click the Distribution button, the APP-SQLAP-97731 error is shown.
