Updating UOM In the Negotiation Configuration Gives JBO-25013: Too Many Objects Match The Primary Key PON PF_TYPE_ALLOWED (Doc ID 2402377.1)

Symptoms

When updating the UOM in the Sourcing Administration Tab > Negotiation Configuration,
the error message appears :

oracle.jbo.TooManyObjectsException: JBO-25013: Too many objects match the primary key oracle.jbo.Key[1021 null null ].

Steps to reproduce:

1. Navigate to Responsibility  Sourcing Super user > Administration Tab 
2. Go to Negotiation Configuration
3. Change the unit of measure to Each and click apply

JBO-25013: Too many objects match the primary key PON PF_TYPE_ALLOWED

Also, trying to create a RFQ with amount based line type gives message:
