On : 12.1.3 version, Receiving Functions

ACTUAL BEHAVIOR
---------------
Data is not processed from Receiving open interface table after submitting Receiving Transaction Processor program

We are inserting the data in to rcv_transactions_interface , rcv_headers_interface and submitting the Receiving Transaction Processor program. Request completes fine, however, record status is showing pending. Also, we don't see any errors in po_interface_errors .

EXPECTED BEHAVIOR

Records from ROI should be processed

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Populate rcv_transactions_interface, rcv_headers_interface
2. View > Requests > Submit new request > Receiving transaction processor > Provide OU name as input parameter.
3. See the request completes fine, however, transactions are still in pending and no errors recorded.

WHAT IS WORKING

------------------
Transaction Status Summary > Tools > Resubmit > This is processing records fine.
