When attempting to enter House Rent Allowance details and Submit,
the following error occurs.

ERROR

ORA-20001 : The element Landlord Information cannot be attached to this assignment. Ensure that the element link is present and the payroll is attached to the assignment.
this will automatically create an element entry, else you will have to in Package pay_in_tax_declaration. Procedure declare_multiple_landlord


STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. India Employee Self Service > Tax Declaration

2. House Rent Details > Action

3. Enter the values against each month and capture landlord details

4. Click on Next and go to review page

5. On Submit, the above error occurs
