Credit memo created with recoverable taxes is not available in Process Claim form

Credit memo created with recoverable taxes should be available in Process Claim form

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create Credit memo with Recoveables Taxes.
2. Validate it
3. Query the Credit memo in Process Claim form, then we can see it will not available in Process Claim form

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot claim the Credit memo which cases Audit issues
