Symptoms

On : 12.1.3 version, Project Definition

Receiving error messages when trying to associate a project to a program:
"This subproject has already been associated to project <PROJECT_NUMBER>. Do you wish to create this association?
You cannot create this task-subproject relationship. "Project: <Project Number>"
