1. Non-locator control organization.

2. Define the routing details, add the subinventory, cursor move to locator, error out:

APP-FND-01050: The flexfield cannot be opened because it has no displayed segments.

Note: The same error can occur in the locator column in the Bill Define form (Material Control tab)
