Not Able To Upload The Images In Oracle Content Manager (Doc ID 2409601.1)

Symptoms

On : 12.2.5 version, Cover Letter

While running concurrent request Content Manager : Text Index Synchronization with the DR (Drop and Recreate Index), it runs for days and never completes. 

Running this concurrent request as Users are unable to upload the Images in Oracle Content Manager and the CCR is needed to resolve. 

ERROR
-----------------------
Error returned in IBC_CITEM_ADMIN_GRP.update_item_full.
ORA-29861:domain index is marked LOADING/FAILED/UNUSABLE


STEPS

The issue can be reproduced at will with the following steps:
1.upload the Images in Oracle Content Manager
