Cannot Create Immediate PO From Requisition Without Supplier/Site Without Going Into Update Lines (Doc ID 2410291.1)

Problem Summary

IF click on "I need a purchase order immediately" box for Requisition that has no Supplier and Site, get error.

Problem Description
---------------------------------------------------
When trying to immediately create PO from Requisition, if Supplier and Site are Null, get error. Have to go into Edit Lines, add Supplier and Site, then back out back to Header, and check the "I need a purchase order immediately" box. This calls for too many steps.

STEPS
-------------------
1. Login to the E-Business Suite and choose the iProcurement Module
2. Add Requisition to Cart - select one that does not have Supplier and Site entered
3. Click on "I need a purchase order immediately" box
4. Click on Checkout and error is thrown
"A purchase order number cannot be assigned because none of the requisition lines has an active supplier and supplier site."
5. Have to Edit Line, add Supplier and Site, then return to Shopping Cart page and start again

Due to this issue, users cannot create Immediate PO without many keystrokes
