TransmissionService Web Service's TransmissionAck Is Not Wrapped in the 'publishResponse' Element.

Symptoms
The TransmissionAck response for calls to the TransmissionService web service is not being correctly returned as a 'wrapped' response i.e the TransmissionAck element should have been wrapped in an element whose name matches the operation called.
It is not being correctly wrapped in the 'publishResponse' element.

Please look at the definition of this Webservice 'TransmissionService'.
As per this while sending the synchronous reply back from OTM to external system, OTM is supposed to send TransmissionAck inside SOAP Body under publishResponse element.
If you see the OTM response (TransmissionAck), it is coming under Soap Body but it is not wrapped around publishResponse element which is wrong as per Web service definition.
