The From User in Buyer Notification Is Null When Cancel Requisition Tied to Negotiation Document (Doc ID 2411006.1)

Actual Behavior
When cancel Requisition tied to Negotiation the notification for buyer without the from user.

Expected Behavior
When cancel Requisition tied to Negotiation the notification for buyer should show the from user.

Steps to Reproduce

1. Create and approve Requisition
2. Create and approve the RFQ against the Requisition on Buyer Work Center
3. Cancel the Requisition on iProcurement
4. Buyer receives below notification but the From user is blank('****' is the RFQ number):
   'Requisition line(s) tied to Negotiation Document **** have been cancelled/finally closed.'
