Symptoms
On : 12.1.3 version, HTML Agreements
When attempting to upload catalog to a Global Blanket Agreement, the following error occurs.
ERROR

The loader has encountered an unexpected Purchasing Document Open Interface error. Please run the concurrent program, "Purge Purchasing Open Interface Processed Data" to see the detailed errors.
STEPS
-----------------------
The issue can be reproduced at will with the following steps
1. Navigate to Purchasing responsibility > Buyer Workcenter > Agreements
2. Open the BPA > Lines
3. Select "Via Upload" and Go:
4. File name selected: sample_file.txt
5. It errored with the mentioned error.
