Webadi Allows Overwrite of GL Daily Rates Uploaded to the System

Symptoms
Daily Rates are uploaded to GL using Webadi. If a second upload is performed, the previous rates are overwritten in the system.
The expectation is to be able to impede such behavior using a new upload with Delete option.
STEPS TO REPRODUCE:
1. Create in Spreadsheet
2. Upload rates using Insert option
3. Rates loaded
4. Change the rate in Webadi and load again; observe there is no restriction to perform this step
5. Check the Currency Rates Manager again, note the rate has been overwritten without asking for permission
6. Expectation is to be able to change loaded rates only using Delete option (on purpose; otherwise new insert could be done by mistake changing the rates without notification)
