UPK: When Installing UPK MultiUser the MSSQL Server is Not Available in List and is Not Available in Browse (Doc ID 2413538.1)

Symptoms

On : 12.1.0.2 version, Server

UPK Database scripts were run in advance of the installation. When selecting, "yes, scripts have been run" the MSSQL server does not appear in the drop down list.
Trying to manually enter the MSSQL Server name results in an error message.

ERROR
-----------------------
An error occurred while trying to connect to the server.

DBMSSON: There was an error logging in to the Microsoft SQL Server.
Error: DBNETLIB (Connection Open) (Connect). Specificed SQL server not found.

DBNMPNTW: There was an error logging into the Microsoft SQL server.
Error: DBNETLIB (Connection Open) (Connect) SQL Server does not exist or access denied.
