Scheduling Report Both Online and Offline Generates 'SQL query time exceeds the limit' Error (Doc ID 2422215.1)

Symptoms

On : 12.2 version, Enterprise : Datamodel
Have a long publisher report to run in BIP 12c. Tried to achieve this by extending the timeout parameter "SQL Query Timeout" but it's not working.

When scheduling report, the following error occurs:

faultString: oracle.xdo.webservice.exception.OperationFailedException: PublicReportService::generateReport for reportAbsolutePath [/~system_report/report.xdo] failed: due to oracle.xdo.server.ServerException: oracle.xdo.memoryguard.XDOQueryTimeoutException: SQL query time exceeds the limit (7000 sec). Stopped processing.
