Custom Integration Security Policies Are Not Being Honoured (Doc ID 2423386.1)

Symptoms

We have upgraded to OTM 643 and applied the Custom security Policy on the integration to disable HTTPS. We are following the Security Guide Pg 2-37 and placed the custom security policy (as transformed from the template) to /glog/glog_resources/custom/policies/IntXmlService-Policy.xml. However, it still shows the HTTPS URL as below in the Service Endpoint when we retrieve the WSDL from Business Process Automation > Integration > Integration Manager > Retrieve WSDL.

But when we edit the STANDARD /glog/glog_resources/policies/IntXmlService-Policy.xml file, it seems to work fine.
