Symptoms
On : 12.1.3 version, UK Payroll
When attempting to delete HR Person record,
the following error occurs.
ERROR

Cannot delete person with expenditure details.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to HRMS responsibility-> People-> Delete Personal Records
