BI Publisher: All Subsequent Report Jobs Are Waiting Until The First Job Doesn't Get Completed

Goal
On Bi Publisher Enterprise 12.2 version, Scheduler
All subsequent report jobs stay in status - Job processor completed
First Job is a bursting job (Fetch data 1 min, Split by 1 min, bursting of sub-jobs 10min).
The process of bursting takes e.g. 10 minutes.
When bursting is running all others Jobs are Running but are staying in "Job processor completed" till the burst job ends. This causes high delay of reports being delivered to our customer on all 10 production environment.
