Requisition Rejection Comments Not Included In Note Column (Doc ID 2426127.1)

Symptoms

On iProcurement 12.1.3 Rejection comments are not appearing in the action history under notes column, after rejecting a requisition approval via email

The comments entered during rejection should be showing.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. After receiving Requisition Approval, respond with notification and fill out the rejection comment in single quotes
2. Check Approval action history for the Requisition and do not see the comments that were entered

Due to this issue, users cannot see the comments in the action history only for rejections
