PDS Rest API Cannot Derive Appropriate Supplier / Supplier Site
We utilize the System For Award Management (SAM) Interface in order to create commercial suppliers in Oracle EBS 12.2.6. When the SAM interface runs it creates one site with the site name = DUNS and another site with the site name = LOC + DUNS. Both sites have the same CAGE CODE and DUNS Number. When a PDS file is processed using the Rest API the program cannot derive the appropriate supplier site to use on the purchase order.

The issue has the following business impact:
Due to this issue, users cannot create a Purchase Order with correct Supplier.
