R12: Error "This payment process request has been locked by a concurrent program. You cannot modify it." Trying to Terminate PPR (Doc ID 2427986.1)

When user tries to terminate the payment process request (PPR) via the Funds Disbursement Process Home page, the following message is seen:

Error: This payment process request has been locked by a concurrent program. You cannot modify it.

The Master GDF script does not identify any corruption for the PPR.

No payment instruction was created and/or associated to the PPR.
