ADOP Prepare Fails With 'error while loading shared libraries: libclntsh.so.10.1' Error (Doc ID 2430877.1)

Symptoms

On : 12.2.4 version, Online Patching - OP

ADOP Prepare is failing.
ADOP Prepare phase is failing during the execution of autoconfig.
Errors Shown  in the log, including a library issue.
