Unable to Save Personal Payment Method (Doc ID 2432235.1)

User is unable to save a personal payment method.  Data is entered and try to save, but the record is not saved and no error is displayed.

The issue can be reproduced at will with the following steps:
1. Login as HRMS responsibility
2. Go to Personal Payment Method
  (N) People > Enter and Maintain > (B) Assignments > (B) Others > Pay Method
3. Enter payment method information
4. Not able to save and no error is shown
