Action Check Created in Parent Domain is Not Working in Child Domains

Symptoms
The customer has an Action Check that is assigned at the Level = Planner. The Action Check was created in the Parent Domain. When a user has a role that exists in the Parent domain and has Level = Planner, the action check does work. If the user however changes roles to a role that is in a child domain and has Level = Planner, the Action Check is not working.
