After Cloning Running FNDCPASS and AFPASSWD When Attempting to Change APPS/APPLSYS and Sysadmin Users Passwords Generates PASSWORD VERIFICATION FOR APPS Error

Symptoms
On : 12.1.3 version, Basic SysAdmin functions, maintenance
After cloning environment, run FNDCPASS to reset APPS/APPLSYS and Sysadmin Users Passwords are Failing.
Patch 19127427 is applied in environment.
FNDCPASS apps/apps_passwd 0 Y system/system_passwd SYSTEM APPLSYS new_passwd
The following error appears:
ERROR IN PASSWORD VERIFICATION FOR APPS
Instead of FNDCPASS, use AFPASSWD.
AFPASSWD generates the error below:
AFPASSWD -f SYSADMIN

Cause: changepassword failed due to ORA-06502: PL/SQL: numeric or value error: character string buffer too small
ORA-06512: at "APPS.FND_WEB_SEC", line 1372
ORA-06512: at line 1.
The SQL statement being executed at the time of the error was: begin :r := fnd_web_sec.change_password(:u,:p); end; and was executed from the file &ERRFILE.
