PDF Attachments For Versions Higher Than 1.4 Are Not Working

Symptoms
ACTUAL BEHAVIOR
When trying to use View and Print Job Traveler, PDF's using version higher than 1.4 that are attached to the discrete job prevent the job traveler from being viewed or printed.
Error from Log File
Exception Details.
oracle.apps.fnd.framework.OAException: oracle.apps.xdo.XDOException: java.lang.Exception: Document #3 looks corrupted.
at oracle.apps.fnd.framework.OAException.wrapperInvocationTargetException(OAException.java:996)
EXPECTED BEHAVIOR
Expect all PDF versions to be able to work.
STEPS
The issue can be reproduced at will with the following steps:
1. Responsibility: MES
2. Attach a PDF with a version that is higher than 1.4 (such as 1.5)
3. Click View and Print Job Traveler - button does not work.
