Problem Statement
When attempting to modify site restrictions for a supplier pending approval the following error occurs.
Error
You have insufficient privileges for the current operation. Please contact your System Administrator.

Reproduction Steps
1. Navigate to the "Approve and Manage Supplier User Profile" section under Supplier User Management
2. Search on Suppliers Pending Approval
3. Click on the Details button
4. Under User Access Restrictions, click on Site Modification
5. The Error occurs
