Blue Dot Which Indicates BPA Pending Change Request Does Not Show Against Particular BPA (Doc ID 2440775.1)

On : 12.2.6 version, Catalog Shopping

Find particular BPA #XXX has pending change requests,  but through BWC > agreement > query problem BPA (which has pending change requests), there is no BLUE DOT right besides BPA number. 
Also, in Action drop down LOV, there is no value of 'Response to Change Request'. 

Problem BPA displays with BLUE DOT right besides BPA number through BWC if it has pending change request.

The issue can be reproduced at will with the following steps: 
1- Buyer Work Center > Agreement > query BPA , which has pending change request,   found there is NO BLUE DOT right besides this problem BPA.  
2- Issue only exists for particular BPA , for other BPA which has pending change requests as well,  no issue. 
3- Checked the ADDITIONAL_CHANGES value in PO_CHANGE_REQUESTS table,  it shows NULL value for problem BPA.
4- Checked via Purchasing responsibility > Purchase Orders > Pending Purchase Order Changes --- see option to Respond to Changes of problem BPA.
5- Also navigate through purchasing > purchase order summary > query problem BPA> tools > respond to changes > problem BPA pending change request is also able to be found. 
6- problem BPA  status is IN PROCESS,  pending change request is for price change.
