Import Price Catalogs Is Failing And Not Able To Open Blanket PO(The Action Is Not Allowed) (Doc ID 2442180.1)

When running the Import Price Catalogs program the records are not processing and the following errors are seen in the FND logfiles

The users then get the message "The action is not allowed" when attempting to open the Blanket PO

Steps to reproduce

1. Load the PDOI tables with data to import
2. Go to Concurrent requests
3. Run the import price catalog concurrent request and specify needed parameters
