"Communicate" Missing From Actions Poplist In BWC Orders (Doc ID 2446669.1)

On : 12.2.7 version, HTML Orders

ACTUAL BEHAVIOR
---------------
After applying patch 27847930:R12.PO.D, the communicate option is not available for POs in the BWC

EXPECTED BEHAVIOR
-----------------------
Expect to see the option to communicate POs in the BWC

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to BWC
2. Query any PO in the Orders tab
3. Select a PO and open the actions drop down LOV - communicate option is not visible

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users are forced to use the core forms to communicate POs. This is causing time to be wasted for every PO being communicated
