Getting error while applying Translation Synchronization patch (e.g. Patch 28615171) for adding languages.

An entity definition is required to define values of type WF_WL_LIST_PARAMS

  FAILED: file icx_worklist_req_apprv_conf_list.ldt on worker 4 for product icx username APPS.
