On : 12.1.3 version, OTL Setup forms.

ACTUAL BEHAVIOR
---------------
When exploding a timecard during Daylight Savings Time (DST), the hour added or subtracted due to DST is not accounted for with profile OTL: Consider Daylight Savings Time

EXPECTED BEHAVIOR
-----------------------
Expect timecard to explode correctly with the DST hour accounted for

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. With OTLR set and earning policy attached to the employee
2. Create Timecard and enter time in for Nov 4 that goes past the daylight savings time
3. Click Continue
3. Notice that the explosion does not count the hour for DST
