Symptoms

On : 11.1.1.9.0 version, Enterprise : Administration

ACTUAL BEHAVIOR
---------------
Configuration Changes done to BI Server Administration are lost on restart

EXPECTED BEHAVIOR
-----------------------
Changes must take effect on restart.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Administration > Server Configuration
2. Do some configuration changes
3. Restart

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot do configuration changes.

 Upgraded from 11.1.1.6 to 11.1.1.9
