Payroll Process Using an Exclude Assignment Set is not Processing the Correct Number of Assignments (Doc ID 2460937.1)

Problem Statement:

The payroll is run using an exclude assignment set. This payroll is providing inconsistent number of assignments processed. (May process 305 one run, roll it back and rerun and it then process 475, etc).
The issue is seen when threads is set to more than 1 and does not occur when threads is 1.

Steps to Reproduce:

The issue can be reproduced at will with the following steps:

1. Run Payroll Process with the excluded assignment set.
   => 301 assignments are processed.
2. Rollback
3. Re-run the process with the same parameter as step 1 above
   => 305 assignments are processed
