GLXJEENT: Cross Validation Rules (CVR) Not Working As Expected On Journal Entry (GLXJEENT) And Account Combinations (GLXACCMB) Forms (Doc ID 2461612.1)

Cross Validation Rules (CVR) are not getting checked when entering new code combinations.
There are CVR defined within the system that should prevent certain account combinations from being created.
However, when entering new account combinations using the Account Combinations (GLXACCMB) or Enter Journals (GLXJEENT) forms the CVR are not being invoked.

Expect the CVR to function properly and prevent code combination entry.

The issue can be reproduced at will with the following steps:
1. (N) GL Responsibility > Setup > Financials > Flexfields > Key > Rules
2. Setup the desired cross validation rules.
3. (N) GL Responsibility > Journals > Enter
4. Enter a new (non-existing) account combination on a journal line. CVR should be invoked but are not. Instead the system allows entry and creates the new combination.

The issue has the following business impact:
Due to this issue, users can create account combinations they are not authorized to use.
