Symptoms

ACTUAL BEHAVIOR
----------------------
Cross Validation Rules (CVR) are not getting checked when entering new code combinations.
There are CVR defined within the system that should prevent certain account combinations from being created.
However, when entering new account combinations using the Account Combinations (GLXACCMB) or Enter Journals (GLXJEENT) forms the CVR are not being invoked.

EXPECTED BEHAVIOR
-----------------------
Expect the CVR to function properly and prevent code combination entry.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. (N) GL Responsibility > Setup > Financials > Flexfields > Key > Rules
2. Setup the desired cross validation rules.
3. (N) GL Responsibility > Journals > Enter
4. Enter a new (non-existing) account combination on a journal line. CVR should be invoked but are not. Instead the system allows entry and creates the new combination.
