When trying to reconcile an offer the following error occurs :

Amount entered is more than the amount committed by this fund for this object. Please enter a valid amount and/or a fund.

Steps to reproduce

1. Login to trade management user responsibility
2. Open offer -- budget tab and try to do reconcile
