BneSQLException - Cannot Execute SQL Statement in Definition of Web ADI Layout (Doc ID 2465308.1)

Symptoms

When attempting to define Web ADI layout, the following error occurs. The layout is unable to be saved.

Error
Exception Name: oracle.apps.bne.exception.BneSQLException - Cannot Execute SQL Statement.
Cause: A low level API call failed.
Action: Please note this error to your support representative.
Statement: INSERT INTO BNE_LAYOUT_COLS (APPLICATION_ID, LAYOUT_CODE, BLOCK_ID, OBJECT_VERSION_NUMBER, INTERFACE_APP_ID, INTERFACE_CODE, INTERFACE_SEQ_NUM, SEQUENCE_NUM, STYLE, STYLE_CLASS, HINT_STYLE_CLASS, HINT_STYLE, PROMPT_STYLE_CLASS, PROMPT_STYLE, DEFAULT_TYPE, DEFAULT_VALUE, DISPLAY_WIDTH, READ_ONLY_FLAG, CREATED_BY, CREATION_DATE, LAST_UPDATED_BY, LAST_UPDATE_LOGIN, LAST_UPDATE_DATE ) VALUES ( :1, :2, :3, :4, :5, :6, :7, :8, :9, :10, :11, :12, :13, :14, :15, :16, :17, :18, :19, SYSDATE, :20, :21, SYSDATE )

Steps To Reproduce
The issue can be reproduced at will with the following steps:

1. Using Web ADI responsibility, navigate to Define Layout.
2. Select Integrator, and Layout.
3. Click on Apply button.
4. Above error occurs in browser.
