Symptoms
Claim approval notifications are failing with below error and not getting forwarded to user as per vacation rule.

Vacation rule delegation fails with error "Automatic Route to '<user name>' failed. 5040: Error
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create vacation rule from workflow work list to forward claim approval notifications to another user
2. Notification are not being forward to another users, but failed with error
