While Generating PO From RFQ Purchase Order Creation Could Not Be Initiated Using Compare To Award (Doc ID 2469808.1)

Symptoms

On : 12.2.5 version, Auction/RFx creation

When attempting to generate PO after the upgrade,
the following error occurs.

ERROR
-----------------------

Purchase Order creation could not be initiated. Please check with your system
administrator.

If clicking in the Allocation Summary is giving error:

oracle.apps.fnd.framework.OAException: oracle.jbo.AttributeLoadException:
JBO-27022: Failed to load value at index 18 with java object of type
java.lang.String due to java.sql.SQLException.
at oracle.apps.fnd.framework.OAException.wrapperException(OAException.java:912)
at oracle.apps.fnd.framework.webui.OAWebBeanHelper.processRequest(OAWebBeanHelper.java:647)

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Upgrade to 12.2
2. Create RFQ
3. Execute the Quote
4. Close the RFQ
5. Execute Award by selecting Award by line
6. Select a line and select Award
7. Select different bid lines and click Compare
8. Enter award quantity and save.

The error does not happen if all the quotes are selected to compare. The issue is due to skipping at least one quote and clicking Compare page, then award and complete.
