Symptoms
On : 12.1.3 version, Registration and Onboarding
When the final approver tries to approve a supplier approval request, the following error occurs.

The issue can be reproduced at will with the following steps:
1: Register a new Supplier and submit for approval
2: First level approver approves the request
3: Then, Second level approver tries to approve the request and gets error.
