Order Base Releasing Lines Not Flagged As Shippable For Order Base Mod Full Impact (Doc ID 2470437.1)

Order Base Full Impact is not updating the order base and order release.

The issue can be reproduced at will with the following steps:
1) Business Process Automation > Agents and Milestones > Automation Agent.
Copy Public Agent ORDER BASE - INSERT and set to active.

2) Business Process Automation > Integration > Integration Manager > Upload an XML/CSV Transmission.

Upload XML file Create_Oracle_2.xml to create an order base with 3 lines as follows.

Note agent: ORDER BASE - INSERT (action: ORDER BASE - INSERT) will release the "shippable" lines.

Line 1 where shippable flag = Y and packaged item count = 10.
Line 2 where shippable flag = Y and packaged item count = 5.
Line 3 where shippable flag = N and packaged item count = 1.
Order Base ID = <Order_Base_ID>.

Note 2 lines were released. This is the expected behavior.
Order Release ID = <Order_Base_ID>-001
Order Release ID = <Order_Base_ID>-002

3) Business Process Automation > Agents and Milestones > Automation Agent.
Create a new agent to trigger a full impact on order base modified event.

Agent ID = ORDER_BASE - FULL
Agent Type = ORDER BASE
Agent Events = ORDER BASE - MODIFIED
Restrictions = INTEGRATION or INTERNAL or MIGRATION or REST
Actions = ORDER BASE - MOD - FULL IMPACT

4) Business Process Automation > Integration > Integration Manager > Upload an XML/CSV Transmission. Upload XML file Update_Oracle.xml. This will set line 2 shippable flag = N.

Line 1 where shippable flag = Y and packaged item count = 10.
Line 2 where shippable flag = N and packaged item count = 5.
Line 3 where shippable flag = N and packaged item count = 1.

The agent runs, however the Order Base shows we re-released all 3 lines, even though line 3 was never shippable and line 2 was changed to be non-shippable.
The expectation is only Line 1 will be released.

Check the order release and the original 2 lines were deleted and 3 new lines added, one for each line on the order base. The expectation is only one shippable line (line 1) would have been released.
